Create Site:
*Only Users with organization-level access to all sites can \ create a new site. Users with access to select sites cannot create a new site.

Viewing Sites:
* Admins and managers will have access to all new and existing \ sites in a Organization. Admins can limit the User and Viewer* roles to \ select sites.
**Downloading Files: The viewer role can optionally be given download access.
